Mutoh has three different movesets with vastly different CPU logic between them, too. Hashimoto and Liger have MMA-oriented move sets. For example, Misawa, Akiyama, and Kobashi all have alternate movesets representing their move lists in the 1990s.

Besides that, most of the major players of the era have alternate move lists connected to their costumes, with different CPU behavior. For 25 years, TNM has been the gold standard for the simulation of pro wrestling matches. There were quite a few wrestlers in KOC2 who never appeared in firepro as well, such as the foreign talent brought into Zero-ONE, some of the NOAH midcarders, a few members of the Mutoh-era AJPW roster who either left or were not notable enough in 2005. And it has Nakamura as the MMA-oriented super rookie. So while it has Tanahashi, for example, it's midcard Tanahashi without most of his signature moves. It has a roster of real life wrestlers circa 2004 or so. KOC2 is somewhat like firepro, in that it's still timing-based and simulation oriented. The freeware january 1992 mod is available for download. The closest thing I've actually found to that is the WMMA series, but you have to be able to handle the text only thing to enjoy it and of course that's not Wrestling. My real interest is in booking matches and watching the AI fight though, where the winner is determined in the ring. I cannot pin ANYBODY no matter how much I'm favored or how much I beat the crap out of them. I don't like them myself though - I think the gameplay for those things is absurd. It sounds like you might also like the Wrestling Spirit games from Grey Dog although they are text-based.
Wrestling Mpire is older, but it was made for this platform and doesn't have those problems. The controls are ridiculous and there are weird problems with gameplay like you indicated. Wrestling Revolution 3D was made as a mobile game and runs like absolute crap on the PC. You probably already own this, too, but I'm still firing up the old Wrestling Mpire game by MDickie. I'm on the same quest, strictly within PC games.
